Call for EOI: Online learning for magistrates

    The Ministry of Justice (MoJ) and the Superior Council of Magistracy (SCM) has received financing from the World Bank toward the cost of Euros 110 million, and intends to apply part of the proceeds for consultant services for development of continuous on-line distance learning training for magistrates and court clerks. Eligible consultants are invited to indicate their interest in providing the services.

    The services for consultant services for development of continuous on-line distance learning training for magistrates and court clerks include:

    • assessment of current institutional capacity of the National Institute of Magistrates and the National School of Clerks (jointly Beneficiaries) –  e.g. IT facilities and infrastructure, human resources, locations, educational programs and modules, etc;
    • design of hardware technical specifications for new on-line distance learning system;
    • analysis of representative open source, on-line, web-based learning management systems and the degree in which they answer to identified Beneficiaries\’ needs;
    • customization, development of new features, installation and configuration of open source, on-line, web-based learning management systems;
    • document all customization, new feature development, installation and configuration activities;
    • provide training and documentation on the use and administration of the system.

    The Ministry of Justice and the Superior Council of Magistracy through the Department for Implementation of Externally Financed Projects, now invites eligible consultants to indicate their interest in providing the services. The consultant retained for this assignment is expected to be a firm with strong experience in development and/or adaptation of on-line software programs for distance learning education.

    The professional background of the consultants, led by a senior expert, needs to be in the following areas:

    • at least 5 years of demonstrated successful experience in development and/or adaptation of on-line software programs for distance learning education;
    • at least 3 years of demonstrated successful experience in organizing and conducting trainings on on-line software programs facilities to end-users;
    • relevant regional experience will be viewed favorably;
    • knowledge of the Romanian legal education system will be viewed favorably.

    Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last 5 years, experience in similar conditions, availability of appropriate skills among staff, etc.).

    Consultants may associate to enhance their qualifications. The association may take form of a joint venture or sub-consultancy. Interested consultants should clearly indicate the structure of their association and the duties of the partners and sub-consultants in their application. A consultant will be selected in accordance with the procedures set out in the World Bank\’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
